My Hero Academia imagines a Quirk-filled world where practically everyone is born special, and some Quirks are powerful enough to change the entire world or at least win a battle in the streets. Pro heroes have some of the best Quirks around, backed up by countless hours of training and maybe some equipment. The pro hero Hawks is an example of that.

Hawks has trained long and hard to become a powerful pro hero, and he has risen in the ranks to become #2, right under the flaming hero Endeavor. Hawks is powerful with his feather swords, flight, and sheer speed as a pro, but some heroes and villains in My Hero Academia can still rival him, and are roughly on his level.
10 Best Jeanist Is Ranked #3 Among All Pro Heroes
Japan has official rankings for all its top heroes, and if Hawks is #2, then somebody must be #3, and that somebody is Best Jeanist, the no-nonsense denim hero. Best Jeanist quickly lost to the mighty All For One, but he can handle most other villains with ease, thanks to his steely denim threads.
Best Jeanist can easily capture or slice up any opponent with his threads, and they are effective for both offense and defense, making this hero rather flexible. He is also quite durable, surviving a mortal blow from All For One. It is no wonder he ranks just one spot below Hawks.
9 Fumikage Tokoyami Is Hawks' FlyingProtégé
Fumikage Tokoyami is a talented boy with a Quirk called Dark Shadow, and this is one of very few Quirks that can actually think and act on its own accord. Dark Shadow is almost like a living thing, and it can provide tactical input to Fumikage and share its ideas. In battle, it's totally obedient, the perfect tool.
Dark Shadow is weaker in sunlight, as expected, but even then, it's a quick and hard-hitting Quirk when it comes to both offense and defense. In twilight or at night, Dark Shadow is much stronger, and by now, Fumikage has found ways to fly around with it and use it as a cloak. He's quickly catching up to his winged mentor.
8 Shoto Todoroki Was Born Talented, Too
Many of the top students at U.A. can already rival most pro heroes, lending credence to the idea that Quirks, as a whole, get stronger with each generation. In Shoto Todoroki's case, a Quirk marriage resulted in the perfect combination of ice and fire, just as Endeavor intended.

Shoto can easily form barriers, trap his enemies and reinforce falling buildings with his ice, and he can blast his foes into ashes with his fire. Shoto can also move rather quickly with all this power, meaning he can almost keep up with Hawks' own mobility. Shoto is almost ready to go pro already.
7 Katsuki Bakugo Has Become Even Stronger
Katsuki Bakugo is an explosive trainee hero who has an incredible Quirk, and remarkably, no Quirk marriage was involved. Bakugo can swat nitroglycerin and set it off with sparks from his hands, creating powerful explosions, and he has refined his technique a great deal ever since he enrolled at U.A.
Bakugo may have a nasty temper, but he's surprisingly smart and insightful in battle, and he can restrain his temper enough to figure out a battle plan and then execute it. He learned a few new tricks from Endeavor, too, and that has allowed him to catch up to Endeavor and Hawks somewhat.
6 Izuku Midoriya Has Come A Long Way
The shonen protagonist himself, Izuku Midoriya, has covered a lot of ground ever since he met All Might that fateful day. Izuku trained hard to obtain One For All, and then he learned many new techniques to properly wield this formidable power, such as Shoot Style and Full Cowling.

Izuku is smart, responsible, and brave in battle, and he can use One For All to blow away practically any foe who gets in his way. He also recently unlocked the Blackwhip Quirk from One For All, and he may soon obtain six more Quirks that way.
5 Mirio Togata Has Impeccable Technique
Mirio Togata is part of U.A.'s big three,and it's easy to see why. Mirio boasts incredible physical speed, strength, and technique as a dedicated melee fighter even without his Quirk, and he has razor-sharp intuition to back all that up. Nothing can surprise him in battle.
With his Permeation Quirk, Mirio can turn himself intangible to evade all enemy attacks or sink into the ground and pop up elsewhere to ambush his foes. Altogether, this combat style easily rivals anything Hawks can do, ranged attacks notwithstanding.
4 Inasa Yoarashi Has Serious Talent
Inasa Yoarash is a powerful student from the Shiketsu school, and he can rival anyone in class 1-A and even rival many pro heroes. He has a Whirlwind Quirk that, true to its name, can conjure dozens or even hundreds of air currents at once. Inasa can finely control all those air currents at the same time, proving how much he has practiced with this technique.

Inasa can take to the skies with his Quirk, and he can deflect most enemy attacks or blow his foes away with those strong gales of his. When he combined all that with Shoto's fire, the two of them were strong enough to take down Gang Orca. Hawks has a new airborne rival.
3 Leviathan Almost Beat Shoto In Head-To-Head Combat
Leviathan is a brand-new villain who appeared during the events of the My Hero Academia: World Heroes' Mission movie, and Leviathan is a member of the Humarise organization, fighting for Flect Turn's cause. Leviathan has a brawny body that can take a lot of punishment, and his water Quirk can overwhelm almost any foe while he's being amped up with the Trigger drug.
In the movie, Leviathan's sole battle pitted him against Shoto Todoroki, and Leviathan pushed Shoto to the absolute limit before Shoto found a tricky way to take him down. It's easy to say that Leviathan can rival any pro hero, Hawks included, in terms of overall combat effectiveness.
2 Tamaki Amajiki Outclasses Most Pro Heroes
The shy but talented Tamaki Amajiki is the second member of U.A.'s big three, and his Quirk and fighting style are rather different than those of his friend, Mirio's. Tamaki's Quirk is called Manifest, and it's fueled by food, mainly animal products.
Tamaki can modify his body parts to reflect his last few meals, such as octopus tentacles, bird feet with sharp talons, bull horns, clams, and far more, making him a chimera of sorts in battle. His combat style is rather flexible, and with these myriad body parts, he can knock out any villain with just a few blows.
1 Nejire Hado Can Rival Most Pros, Too
Nejire Hado is the third member of the big three, and, like the other two, she can rival or outclass most pro heroes currently in operation. Nejire's Quirk is Wave Motion, an emitter Quirk that can release Nejire's life force as spiraling shock waves. She has found many ways to use this Quirk.
Nejire can fly with Wave Motion emissions under her feet, and she can also knock out powerful foes with Wave Motion blasts from her hands. She also has incredible stamina to keep this Quirk fueled up, and she can outlast most foes with ease. She could definitely rival Hawks someday soon.
